The South Korean leader's office in downtown Seoul is protected by scores of soldiers and a no-fly zone. It is the first time that it has been directly hit by any of the thousands of trash-carrying balloons launched by Pyongyang since May. Meanwhile, the Belarusian foreign minister arrived in North Korea for a four-day visit as the two heavily sanctioned countries look forward to deepening ties.
