IDF's 'Hannibal Directive' Turned Gaza Border Into "Killing Zone" To Stop Hamas From Taking Troops? Nine months after the deadly October 7 attack on Israel by Hamas, new details about an Israeli military directive has created ripples. A report by the Haaretz claims the Israeli military on October 7 had ordered the “Hannibal Protocol” to prevent soldiers from being taken captive. Haaretz claims the operational procedure was used at three army facilities attacked by Hamas, potentially endangering civilians. The directive allows Israel Defence Forces to prevent the kidnapping of soldiers even at the expense of hostages’ lives, according to the report. Israel’s Gaza division was reportedly given an order by the Israeli command that "not a single vehicle can return to Gaza". Israel forces allegedly opened fire indiscriminately on any suspected case of Hamas abducting citizens or fleeing back into Gaza.
